A settlement can recover money. The harder test is whether the rules keep working after the announcement.
On September 22, New York City announced a $131.5 million settlement with DoorDash over delivery-worker pay. The city describes a new compliance-monitoring system. DoorDash acknowledges payment errors while disputing aspects of the city's pay-calculation approach.
From a promise to a working system
A settlement amount measures one outcome. It does not establish that every future payment will be correct. The practical questions are less theatrical than the announcement: can officials detect failures, can workers see what they are owed, and can another problem be caught early?
Enforcement belongs in the same conversation as affordability and investment. A city needs productive businesses, and it needs people doing its work to receive what the rules require. Judging government means examining whether those promises survive implementation.
Read the larger New York argument
Red Mayor, Green Money by Stephen J. Darwin explores a city trying to reconcile reform, fiscal limits, and the power of capital. Its political-economic scenario moves between public ambition and the pressures on the people and institutions expected to deliver it.
The book predates this settlement. Read it as a wider argument to examine, not reporting on the case. If this week's headlines leave you asking how much City Hall can change, and at what cost, start with the sample:
